为进一步贯彻落实《国家中长期科学和技术发展规划纲要(2006-2020年)》、《国家“十二五”科学和技术发展规划》和《国务院关于加快培育和发展战略性新兴产业的决定》,加快推进宽带网络技术创新和产业发展,科技部组织编制了《国家宽带网络科技发展“十二五”专项规划》,现印发你们,请结合本地区、本行业实际情况,做好落实工作。

国家宽带网络科技发展“十二五”专项规划
“十二五”时期是我国全面建设小康社会的关键时期,是提高自主创新能力、培育战略性新兴产业、建设创新型国家的重要阶段。加快宽带网络技术创新和产业发展,对于支撑我国宽带网络基础设施建设、提升我国信息化应用水平、加快转变经济发展方式和保持经济平稳较快发展具有十分重要的意义。
为加快推进我国宽带网络技术创新和产业化,提升我国宽带网络产业的核心竞争力,按照《国家中长期科学和技术发展规划纲要(2006-2020年)》、《国家“十二五”科学和技术发展规划》和《国务院关于加快培育和发展战略性新兴产业的决定》等相关要求,特制定本规划。
一、形势与需求
(一)经济社会发展的关键基础设施
宽带网络是国家最为重要的基础设施之一,随着技术的进步,全社会信息化进程的加快,宽带不仅已经发展成为信息化的基础性资源,其影响早已超越了传统信息通信行业,成为社会政治、经济、文化、金融等活动的基石,对全社会生产率的提高,创造新的就业机会等具有重大影响。无论是从短期还是长期看,信息通信网络的宽带化是迈向更发达信息社会的必由之路。
(二)网络技术创新的重大需求
随着信息技术在社会各行业的广泛渗透,网络业务流量呈爆炸式增长。但由于现行网络体系存在的固有缺陷,使得互联网在传输效率、服务保障、信息安全等方面逐步暴露出许多问题,不但制约了互联网的进一步发展,而且阻碍了社会信息化进程,甚至威胁到社会安定和国家安全。而光通信、无线通信将向宽带化、智能化、融合化、集成化的方向演进,并由此推动系统传输速率与效率的双重提升。网络通信技术正酝酿着一场新的技术突破。
(三)培育和发展战略性新兴产业的基础
网络通信产业是发展现代产业体系、培育战略性新兴产业的重要基础和载体。把握宽带网络创新突破的战略机遇期,着眼社会进步与网络产业发展的需求,储备技术和人才,攻克和掌握未来网络的核心知识产权,增强信息网络技术从战略到技术的国际话语权,将使我国网络信息产业摆脱核心技术长期受制于人的被动局面,从而增强相关产业的核心竞争力,推动经济发展形态和人民生活方式革命性改变,提升国家长期综合竞争力。
(四)经济发展和结构转型的需求
信息网络技术的广泛应用,在基础性、生产性、消费性和公共性服务领域催生出大量新兴服务应用,不但促进传统产业转型升级,还衍生出像电子商务、网络金融、数字媒体、网络教育、信息服务等一大批低资源、低能源消耗和高附加值的新兴服务业,成为推动社会经济快速增长的重要引擎,对当前我国加快转变经济发展方式、保持经济平稳较快发展具有十分重要的意义。
二、指导思想和发展原则
(一)指导思想
深入贯彻落实科学发展观,按照《国家中长期科学和技术发展规划纲要(2006-2020年)》确定的发展重点和《国务院关于加快培育和发展战略性新兴产业的决定》,实施宽带网络创新引领战略,以知识创新、技术创新带动宽带网络产业创新发展为着力点,面向国家重大需求,加快推动宽带网络关键技术、核心部件和成套设备整体创新,大幅提高宽带网络产业核心竞争力,确保我国在宽带网络技术重大变革中与世界同步,有效支撑国家宽带网络基础设施建设,促进三网融合全面推广,实现我国信息网络及其业务应用的跨越发展。
(二)发展原则
创新引领、抢占先机。抓住宽带网络通信技术向更高速、更有效、更智能、更安全方向发展并逐步升级换代的新机遇,围绕国家重大需求,以重大科技任务带动整个宽带网络技术方向的整体发展,充分发挥宽带网络技术在整个信息领域的基础性和支撑性作用,确保在信息技术重大变革中与世界同步,实现我国信息网络及其业务应用的跨越发展。
统筹部署、协调发展。加强宽带网络通信技术研发、应用示范、产业化和应用服务等各环节的协同,以关键应用和核心装备为龙头,加大自主创新力度,强化产业链间技术关联协作与综合集成,努力攻克关键核心技术和产品,在继续提升宽带网络装备国产化率的同时,带动元器件、芯片、操作系统等基础技术和路由器、光传输设备等重要装备核心技术的突破,实现网络、技术、设备、应用同步发展。
自主可控、保障安全。集中力量突破长期制约我国宽带网络产业发展的核心关键技术和器件,系统研制成套网络核心装备和接入装备,打造完整的技术创新链和产业链,提升我国信息通信基础设施自主可控能力和信息安全保障能力。
三、发展目标
(一)总体目标
面向2020年我国千家万户100Mbps宽带接入的重大需求,占领前沿技术制高点,突破产业发展急需的关键技术,提出我国信息基础设施总业务流量达1000Tbps以上的综合解决方案,研制成套网络设备,着力培育战略性新兴产业,支撑移动互联网、云计算、三网融合和物联网重大应用,带动网络技术、计算技术、移动通信技术、微电子和光电子技术的综合发展,为我国宽带网络技术发展和产业应用率先走向国际前列奠定坚实基础。
(二)具体目标
1. 突破制约宽带网络发展的高速、高频段、高集成度、低功耗的核心技术,掌握相关核心知识产权;
2. 面向千家万户100Mbps接入能力这一核心指标,研究我国信息网络向1000Tbps以上业务总流量演进的网络技术方案,研发成套的核心网络和接入网络装备,使我国宽带网络技术产业、应用进入国际第一梯队;
3.以支撑高速发展的视频(包括3D视频)音频业务为核心,加快下一代广播电视网的研发,支撑广播电视网络和电视机、信息家电产业的发展,为国家三网融合政策提供技术保障;
4. 强化集成创新,解决网络共性技术问题,对宽带网络技术进行整合与综合利用,开展面向行业信息化深度应用的若干示范应用,促进我国信息化快速发展;
5. 充分整合国家科技计划支持建设的试验设施,构建开放式的国家宽带网络创新试验平台。

四、重点任务
(一)抢占前沿性制高点
面对当前互联网存在的重大技术问题和变革机遇,采用革命性创新理念和技术路线,研究创新性网络体系结构、协议体系,突破新型编址与路由、内置安全、网络自治和虚拟化等关键技术,掌握核心知识产权,形成体系标准,研制关键装备,解决更高速、可扩展、QoS与安全、资源动态共享等关键问题;使我国成为与美国和欧盟并列的全球三大未来网络技术创新中心之一。为十年后全球将出现的网络技术革命与相关产业的重大变革,在理论、技术、应用等方面提供基础性、先导性支撑作用。
(二)突破核心关键技术
突破限制宽带网络发展的高速、高频段、高集成度、低功耗的核心技术,掌握相关核心知识产权。重点研制100M和10000口多级交换芯片、高性能网络处理器、超高速长距离光传输系统、Pb/s大容量光交换系统、新型光接入网关键技术和系统、Pb/s集群路由器关键技术研究与实验系统、智能路由器关键技术与实验系统等;开发高速A/D和D/A转换器、毫米波和可见光短距离高速无线接入系统、新型认知无线电系统等,掌握相关核心知识产权。
(三)研制网络成套装备
面向单用户100Mbps接入能力这一核心指标,研究我国信息网络向1000Tbps以上业务总流量演进的网络技术方案,研发成套的核心网络和接入网络装备,部署相应规模试验验证。
1.新型智能终端。开发新型智能终端,满足各种通信、上网、媒体基本功能外增值服务能力,在此基础上以家庭为单位实现信息化管理和服务,支撑各种增值的业务,如远程医疗、教学和智能家居等。
2.新型光纤接入技术。重点研究调制码型、数模转换、制式兼容、数据突发、承载以太网和管理维护等核心技术。
3.新型无线接入技术。重点研究抗干扰技术、多天线技术、更高阶调制技术、微蜂窝技术等提高频谱使用率技术,载波聚合、感知无线电技术等增强频谱的调度灵活性技术,以及毫米波、太赫兹、可见光等扩展频谱技术等。
4.数据设备处理能力。研究大幅提高接入控制层BRAS/SR处理能力和接入带宽的技术。
5.光纤网带宽可调技术。研究支持栅格无关的光器件(WSS波长选择开关、合分波器),以及波长无关、方向无关、内容无关、栅格无关的ROADM系统和调度方法与技术。
6.大容量分组传送设备。研究P-OTN等融合设备的实现和业务调度技术,实现分组业务的汇聚和大颗粒业务流量的快速高效调度。
7.集群技术。研究支持集群功能、交换能力突破100T、接口速率达到100G—400G的核心路由器、OTN/WDM等设备。
8. 大容量光交换技术。研究面向支持双向10Pbps以上超大容量和极细颗粒级别无阻塞交换的高可靠、低功耗光交换节点结构、模块器件及系统等关键技术。
9.超远距离高速光传输技术。研究100GHz相干接收、光纤特性的高速补偿、大带宽的纠错技术、16Tx1000km系统等关键技术。
(四)支撑行业应用发展
以支撑高速发展的视频(包括3D视频)音频业务为核心,加快下一代广播电视网(NGB)的研发,支撑广播电视网络和电视机、信息家电产业的发展,为国家三网融合政策提供技术保障。重点研究建立下一代广播电视网技术体系,突破交互业务平台、内容保护、安全管控、宽带接入、智能电视终端等关键技术,推动制订相关国家和行业标准。开展技术试验和应用示范,建设广播电视宽带网络,推动以交互视频为主的融合业务的发展,推动基于广播电视网的三网融合的发展,促进相关产业发展。
在网络层面,重点研究有线无线结合、天地一体的NGB网络架构、业务体系、安全和监管体系;在接入技术方面,支持100Mbps入户,重点研究新型同轴电缆接入技术,以及无线有线融合的宽带接入技术;在业务层面,重点研究支撑三网融合、以视频为主要特征的广播电视交互业务平台技术和运营支撑技术、中间件、新一代视音频编码、3D视频、内容存储分发、内容保护、透明计算和云计算应用等关键技术;在终端技术方面,重点研究二个方面,一是研究电视操作系统(TVOS)及智能电视终端技术,二是保证NGB业务的开放性和互通性的关键技术;支持家庭物联网络和“智慧家庭”的NGB家庭网络关键技术;在若干城市开展三网融合业务的试点示范;研发支撑NGB的成套网络装备、业务应用与支撑系统、核心芯片、软件、家庭物联网络设备和用户终端。
(五)强化集成综合创新
面向产业急需解决的重大瓶颈问题,研发产业关键共性和支撑技术,强化集成创新,推动信息技术和产业可持续发展。重点研究IPv6过渡机制与管控系统,开展电网、传感网、移动互联网与宽带网融合技术研究。
(六)支撑产业创新发展
面向解决原创技术到成熟技术演进中的“成熟度壁垒”问题,构建大规模的、种类丰富的、技术多样的开放式国家宽带网络创新试验平台,引领和支撑我国网络技术与产业的发展。
五、保障措施
(一)加大科技经费投入
创新科技经费投入机制,建立全方位、系统、稳定的财政投入增长机制,着力支持重大关键技术研发、重大产业创新发展工程、重大创新成果产业化、重大应用示范工程、创新能力建设等。加大政府引导和支持力度,提高资金使用效率。
(二)推进产业技术创新战略联盟建设
创新科技专项产学研用技术体系,构建和发展国家级宽带网络产业技术创新战略联盟。以已有的国家工程技术研究中心、国家重点实验室为基础,以企业发展的内在需求和联盟参与方的共同利益为纽带,建立企业、科研院所与高等院校产学研相结合的新型技术创新战略联盟,联合开发、利益共享、风险共担,形成产业技术创新链,加快科技成果向现实生产力转化,提升产业核心竞争力。
(三)加强技术创新服务平台建设,促进技术成果转化
建立国家级宽带网络技术创新服务平台,以研发宽带网络领域共性技术与关键技术为主体,科技资源共享、科技研发协同、面向社会开放、运行机制创新和技术服务创新。为企业提供技术支撑,规避技术风险,降低开发成本,缩短研发周期,提升企业技术创新能力;加强宽带网络技术成果转化,重点支持行业共性技术和先进适用技术等科技成果在全行业的推广应用,实现科技企业优势互补,促进产业结构优化升级和发展转型。
(四)推进技术创新基地建设
围绕加快建设宽带、泛在、融合、安全的信息网络基础设施,推动下一代互联网核心设备和智能终端的研发及产业化,加快推进三网融合等战略性新兴产业培育和发展要求,充分发挥国家高新技术产业开发区、国家级高新技术产业化基地的作用,加快成果产业化,着力培育核心竞争力。实施创新型产业集群建设工程,围绕重点专项确定的主要目标,促进宽带网络领域共性技术、核心技术研发和关键软硬件产品开发,推进相关技术应用,促进产业集群的形成和创新发展。
(五)加强人才队伍建设
加强创新团队建设,培养造就一批支撑创新发展的高素质人才队伍。建立和完善人才激励机制,对取得重大创新成果的人才给予重奖,对高水平创新团队给予长期稳定支持。以高层次创新型科技人才为重点,努力造就一批世界水平的科技领军人才、工程师和高水平创新团队。注重培养一线创新人才和青年科技人才。完善人才使用制度,优化人才发展环境,创造吸引人才、用好人才、留住人才的良好机制。实行柔性人才政策,鼓励海内外的各类科技人才以不同形式参与科技创新活动。
(六)加强国际交流与合作
密切关注宽带网络科技发展动向,建立和完善宽带网络技术的国际交流合作机制。坚持平等合作、互利共赢的原则,积极参与多边组织,大力促进双边合作。统筹国内发展与对外开放,切实加强宽带网络技术、资源、人才培养等领域的交流与合作。
(七)推进宽带网络法制建设
加快推进宽带网络法制建设,推动制定和完善信息基础设施、电子商务、电子政务、信息安全、政府信息公开、个人信息保护等方面的法律法规,创造宽带网络发展的良好法制环境。

suffered or incurred by any person as a result of any act done
or
sion made by the public officer in good faith in the
exercise or
ormance or purported exercise or performance of any power,
function or
under this Ordinance.
The protection conferred on public officers by subsection
(1) in
ect of any act or omission shall not in any way affect any
liability
he Crown in tort for that act or omission.
PART III THE REGISTER
egister of ships
The Registrar shall keep a register of ships
registered or
isionally registered under this Ordinance.
The register shall contain such particulars in respect of
ships,
rs and their respective interests in ships, demise
charterers,
gagees and representative persons as are prescribed.
The register may be kept in legible or non-legible form but if
kept in
legible form any entry in the register shall be capable of
being
oduced in legible form.
nspection, etc. of register
person may, on payment of the prescribed fee-
inspect the register in legible form;
require to be furnished with a copy of, or extract from, any entry
in
register in legible form; or
require such copy or extract to be certified as a true copy by
or on
lf of the Registrar.
ectification of register
Where it appears to any person interested that there is a
material
r in the register, he may apply in writing to the
Director for
ification of the register.
Upon receipt of an application under subsection (1) the Director
may,
n his opinion there is a material error in the register-
direct the Registrar to rectify the register; or
subject to subsection (3), require the applicant to apply to the
High
t for rectification of the register.
Subsection (2) (b) shall not apply in any case where, in the
opinion
he Director, the material error is due to the negligence or wilful
act
mission of the Registrar.
Notice of an application to the High Court under this
section for
ification shall be served by the applicant on the Director
and the
ctor may appear and be heard in the proceedings.
The High Court may, in proceedings under this section-
make such order as it thinks fit concerning the rectification of
the
ster; and
decide any question that it is necessary or expedient to
decide
erning such rectification.
A copy of an order under subsection (5) shall be served
on the
ctor and the Registrar.
The Registrar shall-
comply with any direction to rectify the register under
subsection (2)
upon receipt of the copy of an order served under subsection (6),
and
he order so requires, rectify the register accordingly.
For the purposes of this section-
there is a material error in the register if there is an error
of fact
ubstance in the register;
without limiting the generality of paragraph (a), there is a
material
r in the register if-
an entry is omitted from the register;
an entry is made in the register without sufficient cause;
) an entry wrongly exists in the register; or
there is an error or defect in an entry in the register; and
the reference in paragraph (b) (i) to an entry omitted
from the
ster shall be read as including a reference to a matter
that is
ired or permitted by this Ordinance to be entered, or to remain,
in
register but is not entered in, or is removed from, the register.
The jurisdiction of the High Court under this section may be
exercised
he Registrar of the Supreme Court or a Master thereof.
Correction of clerical errors in register
Registrar may correct, or cause to be corrected, any clerical
error or
ous mistake in the register.
PART IV REGISTRATION OF SHIPS
Registrable ships and interests
Registrable ships
Subject to this Ordinance, a ship is registrable if-
a majority interest in the ship is owned by one or more
qualified
ons; or
the ship is operated under a demise charter by a body corporate
being
alified person (whether or not a majority interest in the
ship is
d by one or more qualified persons), and a representative
person is
inted in relation to the ship.
A registered ship ceases to be registrable if-
being a ship registered by virtue of subsection (1) (a), a
majority
rest in the ship ceases to be owned by one or more qualified
persons;
being a ship registered by virtue of subsection (1) (b)--
the ship ceases to be operated under a demise charter by
a body
orate being a qualified person (whether by reason of the
termination
he demise charter or otherwise);
the ship or any share in or part of the ship is
transferred or
smitted; or
) the rights of the demise charterer under the demise
charter are
gned;
the ship is taken in war or hostilities, as a result of which
the
r or demise charterer has lost control over the operation of the
ship;
